Conflicting views on an NHS constitution emerge at King's Fund event

From KING'S FUND:

We recently held an event, as part of our Darzi debate series, which explored the case for an NHS constitution and examined alternative approaches to ending ministerial interference and micromanagement by the Department of Health.

We recorded the following soundbites from three of the key speakers at the event, all of whom had different ideas on the viability of a constitution:

Andrew Lansley MP, Shadow Secretary of State for Health, tells us why he thinks the NHS needs a constitution and the Conservative Party's plans for an independent board:
Listen to Andrew Lansley (2 mins 41 secs)
Dr Richard Horton, Editor of The Lancet, tells us why he thinks the NHS doesn't need a constitution but would benefit from having what he describes as a 'technical advisory group':
Listen to Dr Richard Horton (1 min 6 secs)
Anna Dixon, Acting Director of Policy, King's Fund, tells us there needs to be more thought about what would go into an NHS constitution, but agrees that there needs to be a clearer framework for accountability:
Listen to Anna Dixon (2 mins 3 secs)

King's Fund Briefings on Patient Choice and Operating Framework 2008/09

OPERATING FRAMEWORK 2008/9
In December 2007, the Department of Health issued its third 'operating framework', which provides a set of priorities and guidance for the NHS for the next financial year. This briefing summarises the main points from both the operating framework and supporting documents and offers some analysis of their content.

PATIENT CHOICE
This briefing looks at the development and impact of reforms to give patients a choice of provider for their planned hospital care. It is this aspect of choice that has received the most attention so far and has been a key part of the government’s wider reform programme for improving quality and efficiency in the NHS in England.

New King's Fund paper - Governing the NHS

The King's Fund has launched a new paper called:
Governing the NHS: Alternatives to an independent board

An independent NHS board has been advocated by a number of commentators, who believe it will reduce both micromanagement and day-to-day political interference in the running of the health service. This paper argues that an independent board would be limited in its ability to achieve these aims and suggests a number of alternative options that build on the increasing operational independence the recent reforms have offered.

NHS Choices

NHS Choices, the comprehensive health information website that provides easily accessible information about conditions, treatments and hospitals, was launched on 19 June 2007.

The website empowers the public to make informed choices about their own health, including when and where they receive treatment. Patients can also give immediate feedback on their hospital treatment and experience.

NHS Choices has also been designed as a resource for voluntary sector workers, patient advocates and carers to distribute information to patients who do not use the internet.

Health Secretary Patricia Hewitt said: "Health advice is the second most popular subject on the web. Consequently there is a bewildering array of information online often of varying quality that can be confusing or in the worst cases dangerous. With the launch of NHS Choices that will change - patients and providers will now have access to the best, most reliable information on health.

"NHS Choices puts patients in the driving seat - giving them access to information not previously available to them so they can make informed decisions from advice about healthy eating to identifying the right hospital for their treatment.

"The site will also enable health providers to form different partnerships with patients. Providers will be able to communicate directly with the public online and allowing patients to compare hospitals will encourage clinicians and managers to improve their performance.

"Over the next few months, we will continue to develop the site and provide the information that people want and need so that we have a truly patient-led NHS."

The merry month of May

Iam ver egelidos refert tepores,
Iam caeli furor aequinoctialis
Iucundis Zephyri silescit aureis.

Gaius Valerius Catullus, beginning of Carmen 46

Now spring brings back the warmer days,
now the rage of the equinoctial sky
falls silent in Zephyr's pleasant breezes.

Well, here's hoping ..................
